Please elaborate a little bit to explain how you used "vcvars32.bat"

FYI: Vcvars32.bat does set the variables for one single console session.

  Is it what you are complaining about. I mean you

1. opened the console window.
2. invoked that "command file"
3. typed "set"
4. did not see any VC++ - related env variables like "INCLUDE" / "LIB" and "PATH" ????
