[ROOT] TF1 parameters

Hi Rooters,

Having had extensive experience with PAW in the past I, may I
sugest to introduce two functions to TF1:

          Fix(Int_t paramater_number);
          Release(Int_t paramater_number);

I understand that it may seem redundant with SetParLimits
but is far more convenient.
